1. go to the underground entrance in goldenrod. The hair stylist is only there on certain days. It doesn't do any thing except make your pokemon happy. If you want to make your pokemon happy then get a hair cut and make it hold a nugget.

2 I don't know, I remember on in johto, east of the city with Brock.

3 Burukki is a stupid japanese name. It's like a fad now, everyone knows the Japanese names. Go to Pokemon.com. I found a translator there.

burruki is japenese for tyrogue.

You get haircuts in the Goldenrod Underground on certain days. Jigglypuff appears on Routes 34 and 35 as far as I know. Burukki is the Japanese name for Tyrogue, obtainable from the Fighting Dojo in Mount Mortar.
