How do I get to the boat in olivine city? I have 8 badges. I have not completed the elite 4 or 5 I don't now how many they are!

Beat the Elite Four and you will get an SS ticket from Professor Elm.
Then you can go on the boat.
First beat the Elite Four. Then Professor Elm calls you and says he has something for you.
Go to his home and he'll give you SS pass. Use that to go on the boat.
Surf east of New Bark and keep going until you reach the Elite Four. Beat them and Elm will give you the ticket.
