Question for Pokemon Gold

I have a couple of a questions:

1) Can you get Larvitar? If so how?

2) How do you get thing to get Ho-Oh?

1) You can get larvitar in mt.silver but it's only around level 20.

2) If you mean the rainbow wing thing you get it after you defeat team rocket. I don't remember how you get it in silver though.

In Silver, you get it from the old man in Pewter City.

You can get Larvitar, I just can't find it. Go to Goldenrod after you beat the Rockets in Mahogany town, and fight the Rockets in the Radio Tower, Get to the top, beat the Rocket Executive, go to the Underground Warehouse, beat all Rockets and talk to the Director at the end, He'll give you a Card Key for the shutters on the third floor. Open the shutter, beat all rockets and stop the broadcasts. The director will walk up to you in Gold and give it to you. In silver, you have to catch all legendary dogs, go to Pewter City in Kanto, talk to the guy standing near the entrance to Mt. Moon, and he'll give you the Rainbow wing.
