After you defeat the Goldenrod City Gym Leader, go to the Flower Shop in Goldenrod City. A person there will give you the Squirtbottle. If you use the Squirtbottle on the "Tree" on Route 36, you will go into battle with it. After you defeat/catch it, you'll be able to pass.

First, you have to get to goldenrod city. Then, you beat the gymleader in that town, then you go into the building to the right of the gym and talk to the people there. Then you will get a squirtbottle. Continue walking up from the gym, out of goldenrod city, into the park, and out of it to the right. You will then see two trainers. Go directly right and up from the trainers and up to the tree. This is a full circle of where you were. SAVE BEFORE TALKING TO IT!!! Use the squirtbottle on it, then it will battle you and move out of the way after you encounter it. Its like a legendary there is only one of it's kind so battle it wisely!!! This should help, if not, watch a youtube video or something XD.
