The old rod can be obtained from the Fisherman inside the Pokemon Center on Route 32.
The Good Rod can be obtained from the Fisherman who lives in the house north of the Olivine City Pokemon Center.
The Super Rod can be obtained from the Fishing Guru on Route 12 in Kanto.
