All you do is talk to the manager, then try and leave. An officer will get a call and ask for your cooperation. Go to Cerulean gym and you'll run into a Rocket. Then go to Nugget Bridge and beat the Rocket. Go back to the gym, surf the water in the middle then press A and you'll find Machine Part. Take it back to the power plant and now it is fixed.
