Question for Pokemon Gold

Where can I find a Staru? And what do I do after I've got 13 badges, Fuchisias blocked and its the only way to a next city?

You can fish for Staryu at night in Olivine City with a Super Rod. You can use the Bike Path from Celadon City. At the end of it, there will be a narrow path south. Go down and you'll be able to fight the gym leader.
