Mew doesn't learn Recover. You need a TM from red/blue/yellow. Also, Mew can't learn Aeroblast without a Gameshark. You can beat your friend's Celebi by teaching it fire blast.

how does this work on an emulator?
Kyte answered:

Okay! First of all, why are you trying to teach Mew Recover and Aeroblast? Lugia learns them both naturally and its stats are better.

Also, Celebi is a Grass/Psychic type, so even on level 100 a Houndour with Crunch and Flamethrower can send it running for its momma, whatever strange mutant creature she may be.

Mew DOES NOT learn recover. But, there is a super-secret way to teach Mew ANY move!

This requires using the Mystery Gift option with another Pokemon cartridge, using the Game Boy Color. It also requires that Mew know Transform. You *didn't* learn another move over it, did you?

Okay. You know about Smeargle, right? It's a weird little Pokemon that only ever learns one move, Sketch, every 10 levels. Sketch is like a permanent version of Mimic. It lets you permanently copy the last move learned by your opponent. So, theoretically, you could teach Smeargle any four moves from any Pokemon in the game. But there's an extra clause on it - it doesn't work in link battles. Most people just give up there. But no! You may have known already that if you use the Mystery Gift, you can fight your friends' teams in the Trainer House in Veridian City. Sketch DOES work in those battles!

So, what can we do with this? Set it up so that your opponent has a Smeargle with Sketch and a good attack like Ice Punch or something and, say, a Lugia with Aeroblast. Send out your Mew. Have it Transform into Smeargle, therefore learning Sketch and Ice Punch. Beat the Smeargle, then, when the Lugia comes out, take an Aeroblast from it and immediately use Sketch. Et voila, your Mew just learned Aeroblast!

This Transform/Sketch... thing... works for Ditto too. So you can get Ditto to learn any move and then breed it to another Pokemon.

Hope that helps!
