Professor Elm gives it to you after you get your eighth gym badge.

You get the master ball from proffesor elm after you beat the 8th gym leader.

In order to get the masterball you need to pass the game and elm will give you a masterball or you can use a gameshark to get it.

heey i got masterball from elm and caught suiqune with it but how do u get another one to catch lugia cuz i cant catch him with ultra ball

You need to catch the tower trio, Entei, Suicune, Raikou, with ultra balls, i used sleep powder. then either catch lugia or ho-oh in a master ballGuest answered:

I caught a suicine with ultra balls.. Use hypnosis when it's hp is less than 3.. Then use ultra balls, took me 3 balls to catch it.. I did it with Lugia, and it worked too..

There is a shop in kanto after mt. Moon that sell master balls for $0 I just bought 99 of them

I don't know how I managaed it but after 4 Ultra Balls I caught Lugia with a single Poke Ball. It was a hail mary attempt and worked on the first try!

In Mnt. Moon, there is a shop that gives you Masterballs (so I've been told). I'm still trying to figure out how to get there.. But it's possible. I hope this helps.

Hahaha.. I got Raikou by using only ULTRA BALL. Its HP is full, but I got it many tries to get Raikou easy using an Ultra Ball only.
