Celebi appeared in the Japanese-language Pokémon Crystal, but in worldwide distribution this feature was removed so that Celebi could be programmed at Nintendo tours. There do, however, exist Gameshark codes for Pokémon Crystal (not compatible with Gold or Silver) that are relevant to this matter:

914089da: Kurt at Azalea Town accepts a GS Ball when you talk to him. He will hand it over next day. Once in possession of the GS Ball after this, go to the Ilex Forest Shrine and respond 'yes' to the prompt to insert the GS Ball. A few seconds later Celebi should arrive.

917089da: Kurt at Azalea Town will appear outside his workshop to turn in the GS Ball even if he did not receive it from you.

You can not catch Celibi without a gameshark or action replay.

I was wondering the same thing. so I used my gameshark to get the GS Ball from Kurt and then he ran out of his house with me following him. I found him on the left side of his house staring into Ilex Forest telling me that the Forest was restless so I went inside the Forest to Celebi's shrine there was a hole to put the GS Ball in i put it in the hole and Celebi came flying down! After i caught him i took out the code and went back to kurts house and talked to his Granddaughter and said that her dad works at silph and thats where i got stuck So the question isn't how to get Celebi, its how to move that stupid guy that gave me the upgrade at silph in saffron city...............................................

its another part of the "events" in g/s/c obtained through the mobile adaptor relevant to catching the 3 kanto birds , fight Giovanni , get in the safari zone and get mewtwo etc , I just cant remember how but theirs a way to extract the patch of events from stadium2 ,, its region locked though , was meant for jap release copies and the Korean game is a gbc cart gs like crystal and the have no crystal and or r/b/y so they put the whole patch in g/s korea and jap1.0 g/s versions them are release copies too by the way so that's why you can in the and not the uk game without hacking the game to obtain it, its very hard to even hack it in , but even then its 4 weeks of specific tasks to unlock it , better off just leaving it mate and trade zapdos etc from blue or sank, you can fight red with level 100s has mew then aswell and blue from the manga the girl but its very hard to do , you need to get in the rocket basement in celadon on a sunday but get sweet hiney first to remove the girmer an
