You get the Dragon Scale (that evloves Seadra into Kingdra) in one of the cave entrances to the cave by Mahogany Town. (Can't remember the name!) I think it's the middle one. Then keep going till you hit the top of the cave (Northern-most) point and it should be right there.

The Red Gyrados gives you the RED SCALE. There's a difference between Red and Dragon Scale.
