Defeat the Elite Four to receive the SS Ticket from Elm, then head to Olivine City and set sail to Kanto. From there, you will have to either follow the map or wander into it on accident.

Defeat or capture the snorlax that blocks digglit cave, go through there and it would take you between puter and viridian and just go south till you get to pallet.
P.S. Use the pokeflute on the pokegear to wake snorlax

1. Defeat the Elite Four
2. Go to Prof. Elm
3. Ride in Fast Ship SS Aqua in Olivine City
4. Go to the Power Plant and talk to the guy near the generator
5. Go to Cerulean City Gym
6. Battle the Rocket Grunt near the Cerulean Cape
7. Find the Machine Part in Cerulean Gym
8. Go to the Power Plant
9. Go to Radio Tower in Lavander Town and talk to the man with a black hat
10. Defeat or capture Snorlax near Vermillion City
(use your Pokégear and listen to the tune of the Pokéflute then talk to Snorlax)
11. Gat across Diglett's Cave (you must get a Pokémon with Cut)
12. Go down to Viridian City
13. Go down to Pallet Town
