Look to find the Entei get a pal (or use another game) and trade an Entei and trade back then catch Entei for real (it should be displayed on the map) then you can go into the Tin tower (this game insists you catch all 3 dogs to unlock Ho-oh

You need to get that Entei first, then talk to Eusine at the Celadon Pokémon Centre.

To get Entei trade with friend then trade back, it will still be on your pokedex so you can go catch one for yourself.

You need to capture Entei, Raikou, and Suicune, then you have to chat with the wise-donkey (to replace the 'a' word) monk who blocks your path to the upper quarters of the Tin Tower. I believe he hands you the Rainbow Wing, then allows you onward.

Hold up, I just found out the true way to get it. You have to catch the three dogs, then defeat the Elite Four, then talk to the monks at the Tin Tower to be permitted access.

Did you find Suicune 3 times? Here are the steps-1st Find Suicune 3 times (Outside of National Park, In front of Mt. Mortar where the 3 aicorn trees are, and at Cianwood City). 2nd Rescue the director from the under path in Goldenrod and get the clear bell from him. 3rd fight the wise trio and go to the tin tower and you must I repeat YOU MUST CATCH SUICUNE!!! 4th go to Blackthorn City and buy a whole bunch of Max Repels. 5th search around Kanto and Johto until nothing but Entei or Raikou come up. 6th after you catch all 3 dogs go to pewter city and talk to the guy that gives you the silver feather and he will say "I went back to Johto and found this item" and he'll give you the rainbow wing. FINALLY go to the Tin Tower and go to the back and you'll see some stairs. Go up the stairs and you will see Ho-Oh.

P.S use Ultra balls or fast balls, and you need all 16 badges. Hope I helped!

You must catch Entei or use GameShark. Then, go to the Pokémon Center in Celadon City and speak to Eusine. The, go to the Tin Tower and talk to the man in the upper part of the Tower. He will give you a Rainbow Wing and the stairs will suddenly appear.
