How do I get Lugia and Ho-ho?

Ho-oh is in tin tower and Lugia is in whirl islands (top right island).

To get Lugia, acquire the Silver Wing from the man next to the Pok� Mart in Pewter City and go to the Whirl Islands. Go to the island to the northeast and take the ladder to the north. Continue on until you come to a large aquifer. Go down the waterfall and go into the hole at the foot of the waterfall. A level 60 Lugia resides in that chamber.

To get Ho-oh, you must either defeat or capture Raikou and Entei, who are running amok on the Johto field. Then, go to Celadon City and talk to Eusine; he will tell you to go to Tin Tower. The elder in the middle at the back of the foyer will give you the Rainbow Wing when you talk to him, and he will send you up the staircase that appears. Go up and wend through the innards of the Tin Tower. At the top is Ho-oh, at level 60.

Ho-oh is in Tin Tower. But first you have to catch the 3 legendary dogs. Then obtain a Rainbow Feather from oneof the old men in the Tin Tower. Lugia is at the Whirl Islands (at the top right island). But first you need to get a Silver Feather in Viridian City.
