What to do after you beat the elite four and the champion?

I beat the elite four and champion, watched the credits and started in Violet City. I've been searching like crazy for the ss ticket and can't fine it.

After you have defeated the Pokemon League, you should be able to receive the S.S. Ticket from Professor Elm in New Bark Town. After you have obtained it, you can take the SS Aqua to the Kanto Region and continue your journey.

When professor will give ss ticket

I am playing Pokémon silver. After I beat the elite four my game sends me back to the last time I saved it which is right before I battle the last elite four member?! Is it my game you tho k that’s messed up? I never had this problem playing silver.. But I just bought this game off eBay.. Have you ever heard of this problem?

I’m having this problem now I save right before lance and beat him on gold silver and crystal and it just keeps starting me at my last save point I bought these versions off ebay and was told by friend it’s a piracy version cause they don’t look like my authentic versions
