Em... The only way I know how is to buy a bunch of Repels/Super Repels and use those in grassy areas.

I found my Entei twice in the big patch of grass just below Ecruteak City, where the Psychic is. But that doesn't mean a thing.

I believe it's totally random. The same technique works on Raikou.

Okay, here's a way that always works. Walk around the grass in Johto with a level 40 Pokemon that knows a sleeping move and is holding a Quick Claw. Buy about a dozen Max Repels. Use one and keep walking until you find one of the dogs and use your sleeping move. Then, whittle down it's health and throw Fast Balls at it.

Some people say give a Pokemon that has learnt mean look ,or other moves that prevent the Pokemon from escaping, a 'quick claw'. But I gave my Haunter a quick claw and it still was to slow for Raicou.

So I decided which one I liked best and used a master ball on it. If it is finding it that is the problem, then you will just have to look around for ages until you find it.

If it runs away or you fail to catch it than just keep checking your pokedex to see were it is. But don't fly!

Because by the time you get there it would have ran to another place. Hope I helped you!

Entei likes to appear around the Moo-Moo Farm much, just like how Raikou likes to linger around Route 42 alot... It seems that all 3 of the legendary dogs have a special spot where they appear most often. This seems to be the case in both my Crystal and Gold Versions... Weird. But if you want a complicated but fairly accurate way to encounter Entei, then refer to an official guide book for the game, one produced by Nintendo, not some book made by another company. It should have a tracking and pacifying technique in it on getting the legendary dogs.

You need to either keep searching in grassy areas which is what I did
OR
Get super repels and a Pokemon over level 40 and go in the grass that you think it's in and use the super repel it should still be there and should appear.
