There are Three Legendary Pokemon you can catch before defeating the Elite Four:

1) Suicune - After you obtain the Clear Bell, you can battle Suicune in Tin Tower.

2) Entei - Roaming the Johto Region.

3) Raikou - Roaming the Johto Region.

Lugia and Ho-Oh can be caught later in the Game.
