In Pokemon Crystal, there are two ways that you can get TM08 (Rock Smash).

The first way you can get the TM is from the man on Route 36 after clearing the Sudowoodo from blocking the road. To do this, simply walk up and talk to him. He will reward you for helping clear the road. He is located right above the entrance to the Ruins of Alph.

If you have already gotten the TM from him before, then you can buy another from the fifth floor of the Goldenrod Department Store. It will cost 1000 Pokedollars.
