Where do you get the medicine for the gym leader at the top of the Lighthouse? In Pokemon crystal version.

Surf southwest across the sea to Cianwood City. There'll be a guy in a house there that will give you SecretPotion. If you don't have the Surf HM, you can get it in Ecruteak City.

You get it at the Medicine Shop in Cainwood. You will need surf to get to this city.
