Cross Stinger answered:

You get one chance to capture Suicune, and you need to present Growlithe to Bill's grandfather.

D12 answered:

There is only one chance to catch Suicene, if you kill it but ig\\f you run from it it will be around then you get to catch him until you kill him.

Also it is Growlith

Cross Stinger answered:

Tch, tch, tch...I can't believe this.

A series of people already (including my Crystal adversaries Blue Eyes Black Dragon and JCollins18) have alleged that you need a Vulpix for Bill's grandfather.

Guess what? That's in Silver! This is Crystal, people, and the pop is asking for a Pokémon that gives a good Roar, not a Pokémon with a bunch of tails, so let me say this nice and clearly: It is Growlithe, people, Growlithe!

(You can't even get Vulpix in Gold or Crystal!)

And my thing on Suicune: This isn't Gold or Silver, people! In those games it roams about Johto, but in the Crystal version, guess what?

It's in Tin Tower after you get the Clear Bell—not a Wing—from the Radio Manager after you push that Team Rocket out.

If you still want to maintain that you don't need to face the Legendary Dogs to get Ho-oh, take a look at this:

After you face Suicune, all those elders talk about is Suicune itself.

Go to Eusine in Celadon's Pokémon Center and what does he say other than a plea for you to face the Dogs Raikou and Entei? Nothing, unless you talk to him after you defeat or capture those dogs!

Here's something else that will enrage you and the people you've deceived:

If you haven't faced the Dogs yet and you enter Tin Tower, is there a staircase leading up the Tin Tower after you face Suicune?

No! When you return to the Tin Tower after conversing with Eusine after you defeat or capture Raikou or Entei, the elders will be at the back of the room—not the front by the door!—and the one in the middle gives you a Raindow Wing.

For any allegations over the man in Pewter, he gives you a Silver Wing in Crystal. To cap it off, Lugia and Ho-oh are both at level 60.

I just wanted something straightened out.

sheldon answered:

You get one but save before you go so if you kill him you can turn off the game and go battle him again.

...And its Growlith just go to goldenrod and on the path to mohogany before the tree (not soodowoodo)search around and you should find him pretty quick
