You have to defeat all the memebers of Team Rocket who are in Goldenrod City's Radio Tower. After you've done that head to Mahogany Town and head down the path that the guy was blocking before. You'll see a cave at the end of the Route, thats the Ice Path once you made it through you'll be in Blackthorn City. Now head into the gym and battle there. Once you've beaten Clair go get a Pokemon that has the HM moves Surf and Whirlepool. Go back to the gym and surf to the cave behind it, This is the Dragon Den. You'll have to surf to the building thats in the lake. Once there talk to the elder there and answer his questions. Clair will now give you your gym badge.
