You can get them if you have red blue or yellow and trade and after you get four badges the time machine will be open and you can trade with red blue or yellow for them. Be warned that you must trade for them and what you give to the red blue or yellow cannot be a new Pokemon to that game, or have any new moves native to that game.
You have to trade it from Red, Blue, Yellow, Gold, or Silver to get them, but you have to remember to have old moves from Yellow, Blue, and Red to trade them, because moves like Hyrdo Cannon and Blast Burn won't be able to be traded to those games. Having a weak moveset is recommended for this process.
