In Kanto how where the hell is Misty? I need to know right away!!

After you take the missing power plant piece (which can be found in the Cerulian city gym in the little pool in the centre) you go to Cerulian cape near Bill's Grandpa's house and she's there on a date with some dude.

Find Misty in Cerulean Cape and she'll return to her gym.

You must go to the power plant and find the team rocket guy. Chase him eventually to the long bridge just north of the gym, at which time he runs away. Talk to tbe chick out of the couple right next to you and she'll tell you about an object in the gym. Head to the gym and find the item in the center of the pool(use the Dowsing Machine if necessary). Then head all the way north across the bridge and all the way east to the ledge past Bill's Grandfather's house. Misty will be there with her boyfriend "talking".
