What you have to do, is you go 2 the area in between Goldenrod city and the Ilex forest and battle Gina Picknicker. Then register her phone number annd then she'll call you and give you the leaf stone!!
Register Picknicker Gina's phone number (hey, Blue Eyes Black Dragon, she's on Route 34!) and she will periodically call to give you a Leaf Stone. You can also get one from Bill's Grandfather if you present an Oddish to him when he asks.
Get picknicker Gina's number. (she is below the daycare center, a little to the left).
But when does she calls !!!! does this work on silver version? ;)
