Just evolve a Magicarp to get Garydos.

I think you can fish for Gyrados, but you have to be very lucky, but otherwise you need to train up a Magikarp to level 20 and that isn't easy.

Catch a Magicarp and make him evolve (or buy a Magicarp at the PokeCenter before Mt.Moon).I
Would leave it on daycare (Cerulean City) till he's level 22 and then battle with him and make him evolve (that's what I did).

You can get Gyrados by fishing with the super rod.

Catch a Magikarp with the old rod. Evolve him by putting him in slot 1 on your party and battle someone/something good. Take him out and put in a good pokemon. Kill the wild pokemon/trainer and Magicarp will get half the credit. Do this a lot until he become a Gyrados.

It's hard to catch it but you could catch a magikarp then fight hard Pokemon with it and straight away change to your best. When youve defeated the enemy Pokemon magikarp will get half the exp. Thats what I did till it's lvl was 21 then it evolved and learned bite
