Question for Pokemon Blue
Do you have to beat the Elite Four before you can find Missingno? Just wondering because I'm almost to that point so I plan to try to find him.

All you need is access to both fly, surf, and Cinnabar Island. Talk to the old man who teaches you to catch Pokemon in Viridian City. Then fly to Cinnabar and surf on the coast on the right of the island. After a while you should run into eight Missingo or a Pokemon that is over level 100. You can catch one but when it gains Exp. It will go back to 100.
