You can buy water, lemonade, or soda from the vending machines on the top floor of the department store in Celadon. Give any of those to one of the guards and they will let you through.

From lavander town go in the path next to the pokemon center and just go there then go through the underground path in there and Ta-Da your there

You need the pokeflute from the top of the Pokemon tower to get past Snorlax then get to celadon and get your water

Go to the top of the mall there is a little girl who is annoying her brother give her drinks ( more than 1 she will give you moves ) then get any drink and take it to the guard he will share them with the rest of the guards and you now have free passage through
