You have to use a cheating dveice like a gameshark/action replay,when you have the ticket,go talk to the guy with the boat in Lilly Cove City.

You have to use a cheat device such as the action replay or gameshark or you could use the Nintendo events which are now over.

You have to buy "Pokemon Emerald" and go to a Nintendo Event and get the "Eon Ticket" in that game. Then mix records from your "Pokemon Ruby" to "Pokemon Emerald" and there should be an "Eon Ticket" in your inventory.
