You can't catch a Venusaur in Leaf green. The only way to get a Venasuar in leaf green is to evolve it from an Ivysaur and the Ivysaur evolves from a bulbasaur that you get at the beginning of the game. You might be able to see a Venusaur if you choose your starter as a Squirtle and your rival chooses bulbasuar because in later battles his Pokemon will evolve and you would eventually see the Venusuar.
