First, you need to go on top of the cuckoo clock in the Ruins. Then, pull the plug on the pool where Penelope and the frog are playing. Tell the frog you're her Hammo, then you can get her. When you go back, find the frog, (in front of the old tv) and talk to the frog. When you can do the stuff it says after coaching, it'll give you the frog badge.
