Go to Cinnabar Island with a Pokemon that is holding a master ball placed first in your party. Enter the Gym and save. The leave and head to pallet town. Talk to your Mom. And head back to Cinnabar Island. Surf off the coast in the direction of Seafoam Islands. Eventually you will get into a battle with a random pokemon. It will be Lv. 100+ and holding a master ball. Use you're master ball.

You need multiple Master Balls for this.

Also if you haven't cause any of the Legendary Pokemon you have a chance to meet a double of them at a much higher Lv.
