I've been reading plenty of hints that state "CATCH MEW!!!!!" or "CATCH CELEBI!!!!!" and frankly I'm tired of it. The only 2 ways to obtain either Mew or celebi is to either use a gameshark, or use a disc that nintendo ONCE gave out to put them on your computer, then upload them to the game with a cable nintendo gave out a few years ago. You're not going to find the disc or the cable now, so get a gameshark. Anyway, this is about help. Lets get started.

The Legendary Pokemon are quite difficult to catch if you haven't the right skills, Pokemon, and equipment.

The first three legendary Pokemon are the 3 legendary dogs, presumably Entei, Raikou, and Suicune. To catch Entei and Raikou both are a game of chance. Some gamers have gone through entire games and haven't seen them in the wild, so be persistent! Once you find them, you will be given one chance to damage them before they flee. Of course, they don't heal themselves, so if one is in the red zone before he flees, he'll be in the red zone when you meet again. There is no easy way to catch Entei and Raikou other than to get lucky, so I suggest using status inflicting techniques, such as confusion, sleep, or paralysis. Doing so will render them unable to attack. And be warned: Even with Flee-blocking moves such as mean look don't mean they can't escape. They will attempt to use Roar to frighten you away. When you damage them enough, start using Fast Balls. And again: no garauntees that they will be easy even if you put them to sleep and have them to a sliver of HP. Keep trying. Every time you meet them after their HP is a sliver, use a fast ball. Don't try moves. Remember that fast balls are free and only take a day to make as many as apricorns you have. The last legendary dog, Suicune, is much easier to catch. After obtaining the Clear Bell, you have the opportunity to enter the Tin Tower. Once inside, Suicune will challenge you to a battle. He is level 40, and will not flee, so either you knock him out, or you catch him. He is fairly easy to fight, so use what you think is best, now that you should have an idea of how to battle a water Pokemon adequately. He has no tricks, so you can play it safe. I would recommend Ultra balls, but Great Balls work fine too.

Ho-oh is one of the more difficult Legendary Pokemon to catch. In order to gain access to him, you need to possess the 3 legendary dogs and have beaten the Elite Four. Until you obtain all three dogs and defeat the Elite Four, you can't gain access to him. Once you have the dogs and have beaten the Elite Four, go to the Pokemon Center in Celadon City, and talk to Eusine. Afterwards, head to the Tin Tower. Talk to the monk that is blocking the stairs to gain access. Ho-oh is level 60, and is substantially more powerful than any Fire Pokemon you have faced. Carry Full Restores, Revives, and at least 50 ultra balls. I would recommend using a Lantern who knows Zap Cannon. Be sure to use X accuracy before you use Zap Cannon. The paralysis inflicted on Ho-oh will dramatically increase the odds of you capturing him. Use a water Pokemon that knows moves that do normal damage. We don't want to knock him out by accident. You're going to have to pretty much do the rest. Sorry.

Lugia is tough to get to with all the different places to enter his lair from. In order to even see him there, you have to get the Silver Wing from the old man in Pewter City near the route going to Mt. Moon. After that, you're all set. I recommend bringing many Full Restores, Revives, and Ultra Balls. He is at level 60 and knows how to fight. Snorlax at level 50 can put up a great fight against all of these Legendary Pokemon. I suggest using him first to see how strong the Pokemon really are. The other Legendary Pokemon, such as Articuno, or Zapdos, require you trading them from Red, Blue, or Yellow, in order to obtain them on Crystal. And remember: If you want Mew or Celebi, use a Gameshark. You can't get them from anywhere except a Gameshark or from the Nintendo company.
