Here how it WORKS!!

First your Pokemon should be lvl.25-38 because entei and raikou is lvl.40

Next use max repel, max repels helps you to get rid of unwanted enemies.

Now your lead Pokemon shoul be 25-38 right!? Search them n0w it's possible to find them near the route left of Ecruteak.... !! It works if your repel wore off use another one again. !! Okay!!?!? :-)
