Why I'm stuck at level 22. I have no quest. Do I have to finish working habits?

You'd probably be stuck on level 22 due to the fact the game is still a continuous process. They still need to add levels, new quests and challenges, ETC. If you are stuck on a level, that means you've reached the current highest level, and you'll have to wait until they add new levels for you to reach.
