Question for Texas Hold'em Poker

In a money game if a player is unable to cover their blinds fully ie they don't have enough money, should they not be out of the game. My reason is the others after them would have to cover the full blinds since they have enough, this appears to be a disadvantage if the previous player is allowed to play what chips they have even though they cannot cover the blind.
