The non metal your looking is at the cemetery where you start going out ... After getting the fire extinguisher ( at the prison after opening the power inside the room where you got the gold colored emblem.
Use the fire extinguisher in the cementery near the stair which you can get the brief case... Then open the briefcase by checking it and there you go you got the non metal item you need..
