1: all you have to do is be a noble human female or and elf female and sweet talk him it worked for me

2:you need the DLC witch hunt and you can only activate that quest by starting a new game

Can you get Fenris to move in with you? I Have yet to come across that option if so how?

If you can you would have to have a love interest with Fenris.
I know with andres he did move in the estate.
