3) Ganon
Ganon is sort of like a bad rash, no matter how many times you beat him he keeps coming back, just as nasty as ever. Ganon, also referred to as Ganondorf, appears as the main villain in nearly every single Zelda title and he is obsessed with one thing: power.
As you play through a typical Zelda game you'll come to realize that Link has slim odds of surviving against, let alone defeating, this legendary tyrant. But time and time again Link seems to overcome the odds. Throughout most Zelda games you know you're working towards a final climatic battle with your eternal foe. The boss battles with Ganon never disappoint. Ganon always throws everything he has at you including magical abilities powered by dark magic and sometimes the Triforce of Power. If you manage to defeat him he will often come roaring back stronger than he was before.
I'll never forget the first time I managed to beat the mad king in Ocarina of Time and there are undoubtedly legions of gamers out there who also hold this memory dear. Any top villains list without Ganon simply isn't complete.
Love the list and yay for adding Lloyd. Not many people think of The Legend of Dragoon or its characters when creating video game lists.
How about the Nemesis!! Should be in the top three!

2 metal gear bosses btw. If your gonna make a rule not to include 2 bosses from a franchise you should stick to it.
Kane is not an villian, he's an fictional character.
I've never heard of lavos or kane or the first villian (i can't remember his name), but i agree for all the others, they're all pure evil. Except Bowser; he's just plain greedy, but yes, very persistant.
I would include GLADOS from portal. Her sharp wit and determination puts most male and human villians to shame.
I can really only agree with Sepiroth and Ganon. The others, while some maybe be pretty bad, that's all they are. Bad. Nothing that will leave a mark or be remembered extensively...
