Police 911 2 Cheats for Arcade
Unlock Real Course:
At the 'Course Selection' screen hold 'Start' and press the trigger 15 times while aiming off screen. Then release 'Start' and select a course.
Unlock Bonus Characters:
Before inserting your coin press the trigger 9 or 11 times and then press the trigger once more but this time hold it. Now insert your coin and keep holding the trigger until the characters appear.

Unlock Bonus Characters:
Just before you insert your coins into the arcade machine press the Trigger 9 or 11 times keeping the trigger held down the last time you press it. Insert your coins and while the trigger is held down two new characters will become unlocked for each of the two different number of Trigger presses.
