Isabelle will tell you that you need a town-development permit for you to freely lay out your vision of the town’s development. After talking to Isabelle, sit in the chair at the back and she will tell you the requirements to get a permit:

1. You must own a house in town

2. Gain 100% approval of the citizens

Since you’ll start living in a tent, you have to pay for your house’s construction first. For the second requirement, you have to improve the lives of the citizens to increase your approval. You can talk to Isabelle to get advice on how to improve your approval rating and to learn your current rating is.

First things first; you’ll need money to build your house. If you speak with Tom Nook, you’ll be informed that you need 10,000 bells (town’s currency) to build your house. (Refer to the guide’s “Earning Bells” section to learn how to earn bells effectively in the game) Once you’ve earned enough bells, pay the down payment for your new house and you’ll be able to move in the next day. You can make your payments through the ATM inside the Post Office.

Once you have your house, it will be empty and bland of course. Isabelle will give you a free wallpaper to decorate it. From hereon, you can spend your hard-earned bells to expand or buy furniture and decorations for your house. However, you’ll still have to pay off your remaining loan balance before you can expand. You don’t need to fully pay your loan balance before you can obtain a TPC.

After getting a 100% rating, talk to Isabelle again from the mayoral chair and she’ll tell you that you’ll be able to get the TPC. Return the next day to get the permit and have the ability to start Public Works Projects and Ordinances. This is where your real job as the mayor starts.
