Buy the panties from Sandy the cheerleder when you reach level 14 and then refuse officer Malone's request when he appears. When you do this he will steal Sandy's panties instead of taking your plants.

The only way is to pay him. If you pay him he goes away and leaves everything. The next thing you need to dos get to the level that the window blinds are unlocked and buy the blinds. The blinds reduce how often he comes around.
To stop malone from taking the money or destroying/taking pots when you click on him and the interface screen pops up you can just tap off of it by pressing somewhere outside of the box this leads to him just leaving without him getting annoyed. Hope it helps. Happy growing.
