My sims will not download the new update.
The download process stops and freezes at 16%. I cannot play the game on my android at all since the pet park update. I am at 100% battery and on wifi

Maybe it's an issue with your wifi. If the update isn't too big try using data and see if that works. If that isn't an option than try restarting your router and see if that fixes anything. Let us know how this works out.

Mine isn't working either, and my wifi works perfectly fine. I've even deleted the app and tried to redownload it and it still doesn't work. Mine gets stick at 77% sometimes 99% or something in that range.
