They can't, unfortunately :(
I've tried it too, but all you can do is get your two Sims on the couch together and watch a movie. You'll just have to use your imagination for the rest!
Maybe it will be added in a new update...?

It doesn't work it drove me crazy!Guest answered:
Yes you can make two Sims watch a film together on the couch, it took me a while to do so ,
Just make on of your Sims watch a film , and then move your other sim next to your other one .Click the TV and it should say join , then both off your sims are sat in the couch watching a film together .
