Empty houseunder reload family

Empty houseunder reload family
When I click on relocate family for a empty house there is a blank white square that just says the family when you click on it it adds 2 Elves and 2 reindeerbut still shows house is empty is this a glitch does anyone know? Once I shut down game and go back in they are gone.
