Question for The Sims FreePlay

I have no options to build a business in my town. I made sure I'm signed into Facebook, I'm at level 22, have placed 12 Sims, have 15 neighbors and my town is worth over 200,000 but still no option to build businesses. The only 2 bubbles other than house bubbles that I have are for the skating rink and the park and they are grayed out. Every time I look up help on this the answer says click on the shop bubble or the town hall bubble and I can't because I don't have those bubbles. I even removed the game and re-installed it on my device (Kindle Fire, android) and still nothing. All my Sims are happy or in green but all they can do all day is garden and I'm bored. What am I doing wrong?

Comment:(Oct 25 2013) I found the answer already. Apparently using the cupcake for inspiration is mandatory to unlocking the businesses. If it's grayed out then you need to create a new Sim and use it on them. Also heard it's important to build the Fire Station first once you can build other places, not sure why.
