Have 20 flower boxes and plant it.
If you don't have enough smurfs, remove some of the soil fields.

If you need to plant 20 boxes of flowers as a task from Papa Smurf, he will probably show you using either blue arrows or a small blue emoji in the top corner of a box. However, if it is a task from Tracker Smurf in an XP event, I am not sure how to help you, sorry. I hope this helped you out.
