You just have to take it from the village or From the island by rafting....

If you have the mountain you can buy barber smurf. He costs smurf berries but gives 4 dye a day. Also if you the wizard book and buy potter smurf one of his pots and the thinker smurf statue you will get a seperate statue in the village which will grant you 4 dye a day.
