I want to get frost arrow skill but I have to get trick vision skill and it said that you have to skill lvl 7 and must cleared quest trick of group tactics...but my skill now lvl 27 and I have'nt got that quest (trick of group tactic)magknight

The quest will appear on your venture pad around level 10 or something
Go to Ateria Plain (N), find NPC called Shufu, he is under the tree at the place where there is lots of tents. It is a repeatable quest, but it won't appear on venture pad after you did it the first time. You need to go to him by yourself. You should report the quest using the class that you want to unlocked the skill with to unlock the skill.
