You need to have a couple get married, and once they have a kid, that kid can travel through streetpass.

You either get a traveler or goods from another island. It was pretty hard to get it since my state has very very low sales for this game I only got two streetpasses from the same friend and no the age doesn't reflect the traveler besides stating it's an adult or a kid. Also, if there's a lot streepasses in your state you might be in luck to get Tomodachi streetpass tags getting special goods and travelers and as for myself not as much.

You get a girl and a boy get married and have a kid and when the kid grows up you have the option to let it move in to mii apartments or for it to be a traveller. Pick traveller and that is all you will have to do so you can go with that.

After you send a child to be a traveler go to the dock where they will show your traveler running on the dock. Then on the bottom screen they will show your traveler's face which you should click to tap and say hello. Then that traveler will stay on the dock until you streetpass with someone. You can go to the dock once a day to say hello (though there is no need to after you have done it once) and you check the status of your island when you sent your traveler to the dock by pressing the "right" or "left" button. To check the status of the island when you sent them off you must click their icon on bottom screen and then press the "right" or "left" button either before saying hello or right after. Just make sure you do so before they are done talking (It's just one sentence about them traveling.) Your traveler WILL NOT leave the island from the dock until you go to the dock after sending them off from their parents and pressing their icon and then saying hello. After doing so the game will save as to activate streetpass so when you do streetpass with another person with the game they will leave your island and go to that person's game. So you probably haven't been going to the dock to activate the streetpass and send them off as a traveler if you're steetpassing with your friends yet not receiving their traveler. That's how I figured out why mine weren't leaving until I did as I stated above. Only have to do it once per Mii you want to send of to traveler. Hopefully I'll get more travelers now from saying this! Tell your friends!

I guess it is just luck as you have to connect with someone who HAS an explorer or send one of your own to someone. A married couple once married may want a child. If you let them have it they will and it grows up in about 3-4 days then you can choose to make it an explorer and then hope to connect with someone
