Okay, well you first have to try some romantic gestures on whom you want to date. One of them must be "Pick Up Line". That person will become a romantic interest to your sim. When you do enough romantic things, it have options like Amorous Hug or Shy Kiss. It will hopelly have the option "Ask to go Steady". If the sim doesn't reject your offer to him/her, then you to are dating. :D If he/she does reject the offer than you must try more romantic gestures in order to get him/her to be more comfortable w/ your sim.
